Barbara Pompili: “Science, Vision, and Coordination Are Key to Turning Climate Commitments into Action”

During her participation at the IUCN event in Abu Dhabi, Barbara Pompili, France’s Ambassador for the Environment, spoke with us about France’s upcoming environmental initiatives, the One Health Summit, and the broader vision for sustainability partnerships between France, the GCC, and the European Union. In this interview, she emphasized the importance of science-based policymaking, long-term planning, and coherent coordination between different sectors to achieve tangible climate action.

From your perspective, what is next for relations between France and the GCC in terms of sustainability cooperation?
Oh, my God, I cannot answer this question right now, because we have an ongoing partnership. We are working as a team with great consideration, and I think it is important to respect the collective work we are doing together. I cannot specify which points are considered most important at this stage.

France is planning a major environmental event next year. Could you tell us more about it?
Yes, it will be held in France next year, though not in Paris. It is called the One Health Summit, part of the family of One Planet Summits launched by President Macron. The idea is to bring together all stakeholders to focus on an issue that requires greater attention. One Health is a very important concept—especially since COVID—because it highlights the connection between the environment, climate, and health, both human and animal. The event will aim to strengthen prevention efforts and collective action in this area.

You mentioned the importance of science in addressing environmental challenges. However, there is often a gap between science and implementation. How can France help bridge that gap?
The question of implementation is essential, but we cannot act without a solid foundation—and that foundation is science. It is crucial to protect and encourage scientific research. The second element is having a clear vision for the future. Without knowing where we want to go, we cannot create a coherent plan. That vision should be developed collectively—with scientists, the private sector, and civil society—to define long-term goals, whether 10, 20, or 50 years ahead.

Once we have this vision, we need a strategy that aligns economic growth with environmental protection and social justice. In France, we have established the Secrétariat Général à la Planification Écologique, an administration linked to the Prime Minister’s office. Its mission is to ensure coordination between ministries and different administrative levels. This coherence allows us to track progress through data and measurable goals. When you have a clear vision, strong coordination, and scientific input, implementation becomes achievable.

France and the EU have been pioneers in shaping climate policy. How do you see the future of European climate policies, especially as Arab countries seek alignment with the EU?
Europe has always been a pioneer in environmental policy and must continue in that role. During France’s presidency of the European Union, we launched many initiatives and adopted parts of the “Fit for 55” package. Europe serves as an example that others can adapt and use as practical tools around the world. I believe Europe will continue to be an inspiring region—a pioneer that sets the standard for global climate action.

Looking ahead to COP30 in Brazil, what role will France play?
France will be there, of course. COP30 will mark the 10th anniversary of the Paris Agreement, and France will support Brazil in hosting a successful summit, particularly on the issue of forests. Forests are at the crossroads of climate, biodiversity, and sustainable development. They are essential for both environmental protection and economic growth. We expect meaningful discussions and are committed to helping Brazil make COP30 a success.
